Housing Preservation Program
Purpose
The Housing Preservation Program provides a loan to fund services to repair or renovate housing owned by low income qualified families having substandard housing or housing and have no other source of funding the work.
The program is set up as a loan to be repaid over a five (5) year period, however if the family continues to occupy the housing there is a forgiveness of the payment based on 20% for each year the family occupies the home. Should the family move from the property prior to the end of the five-year period, the Housing Authority may require the family to pay any unpaid outstanding balance.
The maximum loan award will be up to $5,000.00 for materials, shipping, and labor. Labor must be paid at the Davis-bacon wage scale. For small purchases of $5,000 or less, the grant will have no repayment provisions as long as it is for materials and freight.
Important Exceptions
This program is not available to tribal members in Stebbins, Nome Eskimo Community and Unalakleet since they operate their own housing programs at this time. Tribal Members of Solomon, Council and MaryâÄ™s Igloo are eligible to apply no matter where they live in the state. In some cases, this may also apply to tribal members of the remaining communities served by BSRHA, of they live outside of their tribal community; Brevig Mission, Diomede, Elim, Gambell, Golovin, Koyuk, Sr. Michael, Savoonga, Shishmaref, Teller, Wales, and White Mountain.
Application
A person interested in this program may use one of the following to as an application for this program: a BSRHA Housing Preservation Application, a HIP application for Kawerak Inc., a Weatherization Program from RuralCap, or the USDA Rural Housing Services application for their preservation grant program. The application must be completed, signed, dated and sent to BSRHA.
Other Necessary Information:
- Proof that the applicant is an Indian or Alaska Native.
- Proof the applicant owns the home and the deeds or leases are acceptable.
- Proof the house is the applicantÕs primary residence, fish camps and second homes are not eligible.
- Provide income information for the past two years income, tax returns and W-2Õs are acceptable.
- Provide current years income, latest pay stub.
- Affidavit stating the applicant is not receiving other HUD housing assistance at this time.
- Provide a detailed written description of the current house situation.
- Provide a detailed written description of the proposed improvements or renovations.
- Provide a detailed explanation of who will be doing the work and their qualifications, include any contracts or bid proposals.
- Provide a set of drawings or sketches depicting the area to be improved or installation.
- Provide a list of costs, including labor, material and shipping for the improvements. If labor is included in the funding request, the applicant will be required to pay Davis-Bacon Wage Scale and will be required to have more extensive monitoring by BSRHA.
- Provide a list of any other source of funds to be used on the proposed work.
- Provide proof the applicant is eligible for a preference(s).
- Any supporting documentation that would be important to the processing of the application.
Process
Once the application and all needed information is received by the Authority, the information will be evaluated to ensure the applicant and the work is qualified. We may ask for additional information if necessary to clarify the application. If funding is available, an award will be made right away. If funding is not available, you will receive notice of your qualification and placed on a waiting list. If the applicant accepts the terms of the loan, then documents will be prepared to close the loan.
